Some of our most faithful readers will remember a story entitled "Little Ronnie Wanted to be Sheriff" some time back. From readers commentaries, it was one of the most popular stories of last year. Now we have been presented an opportunity to tell the story of a not so fictional mountain monkey boy and his rise to fame and fortune and then his forthcoming fall from his throne just like Preacher Jim Baker. This story is being told by a family member who is one of our readers, so it will be continually updated as the facts come in. Any similarity to any local official is purely intentional.
Part I
Our story begins in the early 1950's when a feller from Cocke county was sneakin' to a nearby resort town that was in it's infancy to snuggle up on cold winter nights. Seems as though on one of these trips westward, he snuggled up with more than a whiskey bottle and left a little woman with a little bastard child. She gave the little feller her last name, Snotters, and since he was a very furry child, she named him LaHarry. You can see little LaHarry as a child with his childhood friend Doc above. Who would have know that these two were soon about to be in position to run what they saw as a Backward Ass Hillbilly County like their very own business.
As Little LaHarry began hanging around the family oriented resort town, he had to befriend a the local bully, Blackie PaFarton, to keep all the local boys from slapping him around. Big Blackie PaFarton's childhood hero was Doc Holliday, and he really wanted to be known as Doc. And most folks did just call Blackie "Doc". Although looking back now Doc was more like the kids little finger in the Movie "The Shining" than like Doc Holiday.
Little LaHarry dreamt that one day he would be powerful and promised that he would make sure ole Doc Blackie would have a place to call his own within the dynasty if Doc would just keep the other children from whipping his bastard ass. Little LaHarry began hanging around with and came to know a local woman named BlStanch McFarter, who was the boss-woman of some family-owned businesses. Now Lil LaHarry wasn't very smart, but he was just smart enough to decided that if he was going to have any chance of a good life in the mountains, he needed to hang on to Miss BlStanch's dress tail. And he did. Little
LaHarry was always making fun of BlStanch's only boy, CraGregg McFarter. At the time, CraGregg had the only earring in a man's ear in town and was always calling the county "his county" and idolized Judge Judy. Never knowing if left was right and right was wrong, CraGregg never did not know which ear was the right ear he should wear his ear ring in. But that was ok too as he liked swinging both ways when he got good and puffy.
CraGregg always wanted to be a Judge someday. Little LaHarry liked CraGregg and his sweet weed but was also smitten by the woman's purty daughter, TeCherri McFarter, who worked for her mom and dad at the family's Double Dip Printing Shop. LaHarry would lay awake nights thinking of the ways to get himself into some type of relationship with TeCherri. So LaHarry trotted off to College where he learnt the ropes of cheating like no one before or since him every have. He graduated college and returned home where BlStance had pulled all strings to make LaHarry principal of Jones Crove School and it wasn't long till LaHarry had an epiphany; If he could control the teachers vote, the sky was the limit for political aspirations for not just only him, but also for his childhood friend, Doc. He approach Blstanch and told her of his scheme and his desire for the lovely TeCherri. But then things slowed down for a while and the days turned to weeks and weeks into years.
Then one day Little LaHarry's hopes and dreams of ever being with a woman as purty as Miss TeCherri was dashed when she married a psychiatrist and moved to another town close by. As time went by, and although the McFarter family desperately needed a shrink in the midst, BlStanch realized she couldn't control her new son-in-law. He just wasn't one of them dumb ass hillbilly's. She took one look at Little LaHarry, and though she realized his offspring might have serious defects, she knew this was the kind of man that she and countless others after her, could control from then on. So, in a reverse hillbilly-style marriage, called a shotgun divorce, Ms BlStanch sent the head doctor (shrink to some of us) a sum of thirty thousand dollars to disappear and leave her little TeCherri for the slightly humpbacked LaHarry Snotters.
We wonder what it means when closely guarded family secrets come poking their heads outta the past by family members not so happy with Lil LaHarry and the gang? Can anyone out there tell us?

Because we are sure that there is not any rule that allows for the Director of Schools to call meetings of County Commission Committees. Last week sometime, some School Board Members were asked about why the Adequate Facilities Tax was never inacted. To no suprise, School Board members indicated that they have never heard of such a tax. Hey Dr. Dumbass, how much would your fine developments have been taxed if the Adequate Facilities Tax had passed?

Now we are hearing that Dr. Dumbass may be the latest topic of discussion among some of the Board that his position serves under. Two years severance pay may not be too much to give the dumb Dr. Parton.

Some obviously use the courthouse to do it. Some use the PBA or the Airport Authority, or the electric and water boards. Those public entitys have proved excellent sources of pilferage because of their easily concealable from the public and confusing "loans, grants and high expendatures." Nobody even follows what these groups do but they sure do soak up a lot of tax money. Many of the "loans and money transfers" are illegal but nobody cares.
The PBA is being used as a private bank, like the county laundering drug money. The sheriff has his own little scams and thefts going on and his own turf to protect, along with the judges and the DA. It seems that almost every commissioner has his own little scam going on in the background.

People like Phil King with two county jobs and using payoffs and kickbacks in the courthouse to direct wedding business to his private wedding chapel business. Commissioner Hurst sometimes "loans out" his licence for other contractors to use on their development projects - for a fee of course. It is so common now for public officials to be milking the taxpayers in some way.

The mayor approves, no bid contracts with his wife and people know and don't complain. The pubic just seems to accept it now and tries to go on about their business. It is wrong and it is illegal and it needs to stop. Who will be the person to start to clean this mess up? I think that push must come from outside the community. Our good ole boys have the wagons circled pretty tight and they won't give up this free, gravy train very easily. They get downright viscious when cornered.

Sevier County is in bad shape and failing quickly but the doctors that might be able to help fix our problems are just not paying attention. Members of the public have been sounding the alarm for a long time now. Perhaps one day, the right person will listen. And, it won't really take much investigation to see where the bleeding stems from, the local crooks are not that smart. Any honest people out there?

Another lil Kitty is a pokin its head out of the bag. We have now been informed that one of the ways Dr. Dumbass Parton intends to spend the new revenue generated from the tax is to purchase a parcel of land for the school system from one of our County Commissioners. This purchase has been put on hold and the good low boys really need to get this tax hike passed. In fact, that County Commissioner is being kind enough to allow heavy equiptment to already be parked on the site.
But wait, their are rumbleings that if Dr. Dumbass gets his new tax, more property purchases from insiders of the government will also come. When we get those details, we will pass them along.
Seviercorruption.com supports our children having everything we can afford to give them. But when the cost of providing neccessary items is controled by and driven up for personal gain by the very people making the vote possiable, the cost of which comes from the tax coffers, its just not right!
Yes you heard us right, we have already been lied to and just wait til we get the copies of the resolutions that will show no word of private funds paying for the April question on the ballot.
The question of when these good low boys purchased the land, at what cost and had knowledge of the school systems plans is very telling. Sounds a bit like insider trading to us. But that is just how government works. And Dr. Dumbass Parton knows that us citizens don't have a clue as to how government should work. He said as much Monday night at the County Commission Meeting. His comments indicate why we here at Seviercorruption.com continue to call names and make comments aimed at treating Dr. Dumbass in the same manner in which he views members of the community who have genuine concern for the future of our county. Dr. Dumbass and the lot only consider themself.
So before you make up your mind to support Dr. Dumbass in his request remember these things.
1. The good low boys need more money from our tourist. After all, we want the designation of being the highest taxed resort area in the nation.
2. Dr. Dumbass the developer just could not find it in his heart to ask for implementation of the "Adequate Facilities Tax." After all, he dose not put money into our school system, but sure is good at funneling it out to his buddies for their support.
3. By the way Dr. Dumbass, why do we not have centeralized accounting as suggested for years by the State of Tennessee? Would losing the position of Chief Financial Officer of the School System cost you money? Seviercorruption.com thinks its time Dr. Dumbass comes out of the closet or gives up his purse.
4. The Tennessee Hospitality Association is calling for a no new sales tax on the local level this year because of the depressed economy. But our dumb ass Dr. just can not seem to understand how a real public servant should act.

Just a couple of days after the Sevier County Commission agreed to once again propose the Parton Tax on the ballot for us to try and defeat as we already have once less than a year ago, a few things that have taken place over the recent past start making since when all put together. We got huge problems folks, bigger than we could every dream. Why else would citizens who have shown concern by actions be intimidated into stepping aside.
The incompetence that reaches to the State Level just continue to amaze us. From some officials lying to County Commission to gain support for their issue, to evidence that not a single County Commissioner even took time to read what was being passed in the resolution to put Partons tax on the ballot. If they did, why is it that Dr. Parton's suggestion that the cost for holding the election does not appear in the language of that resolution? We understand that Greg Patterson is blocking certain people from having access to email him to ask questions about the specific language in the documents. Who is paying for your access to the internet at work Greg? Taxpayers! Is blocking only certain members of the public and not others discrimination? Maybe we need to call Don Dare at WATE.
But that don't matter if it is, Lying Larry would just say like he did at the Commission Meeting Monday night to go ahead and sue!!! What? Larry do you not know that if the County gets sued it cost the taxpayer money? Is the cost associated with all of the lawsuits filed against our Homo Sheriff and the Moron Mayor the reason we need the Parton tax? That's just part of it.
The real reason that the Honorary Dr. needs his tax is because he, Lying Larry and a host of others within our county government were busy raping our mountains with the development that ran rampant until the downturn in the economy. Now you may say how could that be? Then answer comes in three little words; Adequate Facilities Taxes. Ut Ohhhhhh... the cats out of the bag boys!!!
Why is it Dr. Money Grubber Parton that the County never adopted this tax? Does Sevier County not qualify as one of the "Growth Counties"? Come on boys lie to the public again and come up with a good en to cover this pile up!
The real reason, and listen up people on Wears Valley, is because the leaders of our county did not want to adopt a any regulation or tax on where they were getting the lions share of their private developmental interest and income. They even have it so good that most if not all of the regulatory requirements that should have been implemented by State Law after the establishment of County Planning were not complied with except by those in competition with the Good Low boys along with the fact that Dr. Parton did not want any addition taxes to come from his pocket.
The Adequate Facilities tax was made known to our county Commissioners in 2006 by supplement to the Tennessee County Government Handbook. Thank you for your e-mail to Education Comments in which you inquire how the validity of degrees presented to the Department of Education for salary purposes is determined. In particular you ask about a Doctorate degree from California Coast University (CCU) for Sevier County Director of Schools Jack Parton.
The Department of Education has not accepted a Doctorate degree for Director Parton. The highest degree he has been credited with is an Ed.S. degree from the University of Tennessee at Knoxville. No state funds have been sent to Sevier County to support his salary at the doctorate level. Whether Sevier County chooses to pay for a doctorate degree is a local decision.
We can verify that CCU claims accreditation from the Distance Education and Training Council (DETC). This accrediting organization is not recognized by the State of Tennessee. CCU is also not an approved teacher preparation program provider in the State of California.
The State of Tennessee Department of Education is very careful to verify program accreditation prior to posting degrees:
1. We check for regional accreditation from one of the agencies whose links are included below. In this case, the Western Association of Colleges and Schools (WACS) - Accrediting Commission of Senior Colleges and Universities - http://www.wascsenior.org/. In this case, CCU is not listed on their web site.
2. The State of Tennessee Department of Education accepts only original copies of the educator's transcripts, which must be certified by means of the Registrar's Seal. We do not accept photocopies of transcripts. The degree is posted if the name of the degree and the conferral date are clearly indicated on the official transcript.
3. The State of Tennessee is a member of the National Association of State Directors of Teacher Education and Certification (NASDTEC). This organization provides accreditation information to the states regarding teacher preparation programs as well as updating members about diploma mills and falsified credentials.

Section 49-2-203, a local board of education has the authority to "manage and control all public schools established or that may be established under its jurisdiction." Tennessee law gives each local board of education, elected by the citizens of each community, the duty and authority to supervise and administer the operations of the local school system. That duty and authority includes salary decisions.

of the State of Tennessee. If no such person is available to me, is there a person to whom my questions might be referred? My question relates to possible fake credentials, where the line is drawn between authentic credentials from accredited universities on line as opposed to others non-accredited; the requirements for a doctorate award, the method by which it is obtained and whether it be (ultimately determined to have been) acquired through mail-order?
I would appreciate having the input of aperson with knowledge - as one who possesses credentials for determining these issues with the weight equal to court testimony in matters where proof is demanded. Is there such a person available, if so, will you make the identity of that person known to me? Thank you for your response.

We at Seviercorruption.com have seen the story in The Mountain Press where Dr. Dumbass Parton is about to hold his breath until he pees his paints unless Lying Larry's Butt Boy Commissioners vote for him to get his sales tax referendum. We also salute Ed Koncitas of the Election Commission for calling Dr. Dumbass' hand when he lied about the election date. Mr. Koncitas has shown in the past that he does not condone lying, as when Judge Rex "Crooked Henry" Zorr-Ogle tried to get Koncitas to lie for him. But that's another story we will cover soon.
Seviercorruption.com has also learned that Dr. Dumbass inept behavior has caused efforts to get underway to locate and identify the school from where Dr. Dumbass Parton got his PhD. or Doctorate Degree. If he really has one at all? Initial information coming into us here may prove our past position of the Parton's PhD. coming as an Honorary endowment was wrong. We are now being informed that his request for honorary endowment was declined and that turned him to a diploma mill for his sheepskin.

The establishment of Centralized County Accounting would make it much harder for Jonas, Jackie, and Larry to cook the books. The way is it now, when one of them needs to cover an inappropriate expenditure, they just juggle funds and hide the transactions. With one Central Accounting department, it would be much harder to manipulate the books. In fact, we think under the table activities would stop. We also hear that Judge Dwight Stokes' golden boy and Lying Larry's brother-in-law Magistrate Craig McCarter heard about many pipes in the shower and came to join them one evening. Upon arriving the Magistrate was told; Sorry "Toke" McCarter, them pipes are full of water and won't stay lit. Poor Craigy, the shower already had enough heads without his ear ringed, red-eyed face. Yesterday, February 27, 2009 we learned that agents from the Tennessee Department of Commerce and Insurance (TDCI) what to know who is operating Seviercorruption.com. How did we find this out? At 11:00 AM yesterday, Ms. Kim Pierce was subjected to interrogation by the Tennessee Department of Commerce and Insurance. Two agents from that Department have been in Sevier County for three weeks asking questions about Pierce.
When interrogating Pierce we hear that they said that Seviercorruption.com could not attack people like we are doing. Just like when those agents said that the FBI does not understand the Law of the State of Tennessee, those same agents must not understand the Law in the Nation of Sevier. Wonder if those agents have ever heard of Estoppel. Now don't depend on a dictionary to look the word up, you will need a legal dictionary. But for your convenience we give you a link to a page and the definition. Ask yourself this question; If the top legal counsel for the County, Judge, Cousin, County Attorney Jerry (you need someone with a bit more damn since than me) McCarter said that the law protects members of our political leadership from making the exact same kind of accusations and treating members of the public the same way we treat them, then sure looks to us that if them agents knew anything they would know that the County is Estopped to Deny and so are they!

They did this despite the fact that the very guideline they insisted apply indicate that those are in place for persons employed as a private investigator. The Private Investigation and Polygraph Commission is under the control of (TDCI). They intended to ambush Pierce and still have the eye focused. From members of the Gatlinburg Police Department entering a residence in the middle of the night in Gatlinburg with weapons drawn, without a warrant just a couple of weeks ago, to all of the inappropriate conduct surrounding the Pamela Ross Murder, we got some bad regulations or that need changed or Officers who need fired. Gatlinburg Police Chief Randy Brackins admits that his officers entered a home without warrant or just cause. Has any action been taken yet? Will Chief Brackins let his department be cast in the same light as the Sevier County Sheriffs Department or will he take the necessary steps to insure the public that this conduct will not happen again? We wait to see! But Randy having the guts to admit the mistake shows he is at least not a liar like Hossie the Homie and Donnie the short pole fisherman.
Funny things about the complaint filed that caused the Department of Commerce and Insurance investigating Kim Pierce. First is who filed the complaint. None other than Matty Cubberly, Sevier County Sheriffs Department mental midget detective, Kevin Bush and Sam Henson, both fromt the Sevierville Police Department.
Three weeks ago one of the agents from TDCI made appearance asking questions about the Sevier County Public Spirited Citizens wanting to know about Pierce and investigating compliance of the group being non proffit. Now Pierce? Why? The department admits that the investigations arise from complaints that have been filed. But does the department know why the complaints were filed aginst these people and that the accused have been activly involved in exposing corruption and seemingly have no quit in them? Thats why the agents were or are here. Their is a desperate attempt to shut people up.
The complaint was filed by Sevier County Sheriffs Department Detective Matty (I still got a stiffy for Brad) Cubberly. Sam (I like em flat of their back on my desk) Henson, and Kevin (whatever you say Donnie) Bush. The later two Detectives with the Sevierville Police Department. What were they thinking? Do the three stooges not know that filing a complaint against a private citizen when you were involved in a Murder cover up points the finger at yourself? Not these three.
How could a complaint such as written cause TDCI to investigate without following procedure. Well they are trying to say that the guidelines governing private investigators apply to private citizen request for public information. Worst yet is that the fact that the Department of Commerce and Insurance appears to have someone there that can pull strings in a manner as to avoid the proper manner in which this allegation should have been handled and how the investigation have taken place. According to procedure, after a complaint is filed, the person about who the complaint is filed is given written notice and a copy of the complaint and asked to reply to the allegations. That did not happen in this case. Some how Pierce was not even given the complaint to review before interrogation and has yet to have gotten such yet. She was met with less that a courteous reply when asked to be given a copy? Is this really America? Are we already a police state as a Nation. Law enforcement certainly is acting like it toward Pierce. The law governing someone who is acting as a private detective is clear, you must be employed in the practice. Kim Pierce is doing her part as a private citizen. It looks like our government does not want us to exercise our right to hold our leaders in question of their conduct. Why? Is Seviercorruption.com right in our assumption that what our Schools teach about liberty, Freedom and Justice is just an empty promise? If you want Justice in Sever County you are living with an empty promise and a dead end dream unless your from the right level of society.
Kim is being made a target. Its real easy to beat someone down when you don't follow the law yourself. The reason Kim is being targeted is because she chooses to stand up and try to make positive change for our community. She does her own thing in her own way. Some don't understand, but we know where her heart is now that she has seen that the Corruption of Sever County runs deep. Even deep enough to get agents out of Nashville up here investigating in effort to intimidate those among us who would choose to have the law followed. Kim's efforts have protected many a person from unwanted homosexual attacks at the Sevier County Jail. Although our local officials did not wish to admit it, Kim was able to do what none of them would do. Her persecution should be stopped, now.

The leaders not wishing our involvement have long lied about those people it does not want involved. Most just walk away. - Crime or wrongs done or threatened against the United States or any state or territory of the United states
- The identity, habits, conduct, business, occupation, honesty, integrity, credibility, knowledge, trustworthiness, efficiency, loyalty, activity, movement, whereabouts, affiliations, associations, transactions, acts, reputations or character of any person
- The location, disposition or recovery of lost or stolen property
- The cause or responsibility for fires, libels, losses, accidents, damages or injuries to persons or to property
- The securing of evidence to be used before any court, board, Commission, officer or investigating committee. (Upon request, an apprentice status limited to 6 months can be granted to applicants provided the applicant is sponsored by a licensed investigative company and works under direct supervision of a licensed investigator.)
License Requirements
In order to hold a valid Tennessee Private Investigator License the applicant/licensee must be affiliated with a licensed Tennessee Private Investigators Company. An applicant must:
- Be at least 21 years of age
- Be a citizen of the United States or a resident alien
- Not have been declared by any court of competent jurisdiction incompetent by reason of mental defect or disease (unless subsequently declaredcompetent by a court of competent jurisdiction)
- Affiliated with a licensed Tennessee PI company or license own company
- Not suffer from habitual drunkenness or narcotics addiction or dependence
- Be of good moral character
- Meet examination and continuing education requirements
- Applicant must submit fingerprint cards for processing by TBI and FBI for criminal history check.
