Good Low Stan. He just can't seem to remember what he prints from one day to the next. Just a few months ago he wrote that a responsible press does not stoop to calling people names. Seviercorruption.com took this comment as aimed at us for following the advise of the County Attorney, (You gotta find someone with a little more damn since than me) Jerry McCarter. WE here are not afraid to call em as we see em and looks like Low Stan just can't keep the integrity of the paper from conforming the same.
What we are talking about is the Editors remarks this week in regard to the County Commission titled "Dumb, Dumb, Dumb". In that article Stupid Stan showed his true intentions with the control he has of the press. He shows that he always has ran the paper in a manner that leads his personal agenda, not the facts. Please take the time to read Stans rambelings and personal attack. Right or wrong in his comments, Stans use of the Press goes against professional media conduct. Secretly he must want to run the paper just like we run Seviercorruption.com. After all, we try to show the other side of the issues that he won't report.
On to the next point. We are working on an article that will bring Judge Zorrogle his due. But below you will see that we have also been given communications that show just how Mr. Partons playing Doctor is being taken by other leaders locally and at the State level. We are publishing emails that we recieved, but we are not showing the names of the local officials or persons this time as to prevent the backlash that the Dumbass may try and bring. If you agree that the Director of Schools should have action taken against him for playing Doctor, call your school board member.

Thanks for your time and courtesy of your reply to email directed to Mr. Rugaard. I clearly understand there comes a time for ceasing inquiry or further implication of those wishing to be helpful, I appreciate all accommodations extended me. Since most professionals are disciplined, i.e., accountants, lawyers & judges, it certainly seemed reasonable that educators might come under the same purview, especially those claiming and publishing - publicly on official websites - credentials which are not generally recognized, this is what I consider a fake! My parents were both teacher, I learned that teaching by example is hard to beat, rather basic but true.
Some few citizens in Sevier County operate on the theory that ‘what you know hurts you and what you don’t know doesn’t’; we are at work trying to head off those things that hurt us and flush out those things potentially harmful. Few answers to problems or issues are to be found in Sevier County, in part due to lack of transparency but mostly due to nepotism and cronyism. The difficulty of this issue is measured by the employment of family members of at least four of the five members of the Board! I cannot argue this being unique to Sevier County, but, the county is infested. The issue of the Director of Schools shall be found in Sevier County and we hope to deal with it locally, beginning with the second of sales tax referenda in less than a year.
We have several good people involved with the School System of Sevier County who hold legitimate Doctorates, it appears. I can imagine it rather difficult to work under the direction of one who is not who they claim to be by postings on the school system’s website - and, at the same time the moral of those must be at an all-time low if ‘knowing this hurts them more than if they did not know’. Those who could have 9 8outed’ this situation long ago were likely just too nice, or conservative, to make waves and some may have moved on to other interests at the detriment of the schools. Folks in office thirty to forty years find a way of feathering their own nes ts and incumbents are difficult to defeat under the circumstances by which we operate here. We’ll have our next opportunity in 2010 at the polls.
For the record, we have one school board member here who can not count or determine quarterly meeting schedules – it doesn’t seem to bother him, however. Back to my opening comment, he, the board member, doesn’t know and he doesn’t know that he doesn’t know!, we will just have to ‘learn’ him.

As Executive Director of the Office of Teacher Licensing, Mr. Vance Rugaard has communicated several times with you via e-mail and has provided you with every level of information available from the Tennessee Department of Education. Any further information regarding Jack Parton and his status as Director of Schools in Sevier County, Tennessee will have to be received from that Board of Education as his employer.
Per Tenn. Code Ann. section 49-2-301(d), "Any director of schools who is appointed by the local board of education elected by the general public is only required to have a baccalaureate degree."
As was stated by Mr. Rugaard in an e-mail response to you dated February 27, 2009, "The Department of Education has not accepted a Doctorate degree for Jack Parton. The highest degree he h as been credited with is an Ed.S. degree from the University of Tennessee at Knoxville. No state funds have been sent to Sevier County to support his salary at the doctorate level. Whether Sevier County chooses to pay for a doctorate degree is a local decision."

Thank you for taking the time to respond as you did; however, I respectfully disagree with you on your position as to the recognition of ‘his degree‘being a legitimate one recognized officially (in relation to being ‘officially’ recognized as ‘Dr.’ or even using the title if not recognized) by the State Commission of Education.< /SPAN>
A degree conferred by an institution not accredited outside the State of California, as clearly stated by Vance Rugaard of the Department of Education, tells me and should tell others there is cause to raise substantial issues regarding this situation prevalent for nine years. Director Parton has served himself well, if none other – the extent of which has affected his salary will be appropriately determined by the Comptroller’s Office, State of Tennessee. We know, from the statutes, the situation is in the hands of the local Board of Education and has been all along. We also are advised that only a B.S. degree is required of the Director. Why the lie?
Any commentary made from financial audits by the Audit Division of the Comptroller’s office is in effect ‘advisory’ but that has its value to the constituents of the county and to those of the respective members of the Board, in my opinion. You are a part of that Board a nd are responsible regardless of whether you were aware of the situation of not, no longer can any member of that Board deny or assert lack of knowledge. Further, had Director Parton personally valued such a degree I question his not presenting it to the proper officials for recognition and credit. Since this never happened this tells me, very simply put, that he does not value it as well. Perhaps it has served the purpose for which it was acquired – that being to represent himself to the local Board of Education as being endowed with value while believing it would not be questioned (and it appears it hasn’t been questioned thus far) or possibly for salary benefits, which is yet to be determined.
I will not, nor any persons with whom I am personally acquainted, address him as ‘Dr’; nor, have I heard such inferred upon him in references made publicly since this revelation developed. All reports or references made to him in the special called meeting of the Board of Commissioners were as ‘Director Parton’, or ‘Mr. Parton’, not one of the three reports given inferred the term ‘Dr.’ – this was quite telling. To each his own te rminology, I suppose.
I believe that to have the respect of others, one must first have respect for himself or herself. Both my parents were teachers, which made me very proud – I learned early in life that a preferred method of teaching was by example. I question this example set by the Director. I imagine those who have ‘recognizable’ Doctorates have respect for themselves while questioning the other! What does this situation do to the morale of other educators in the school system? In fact, I respectfully resist the continued use of the reference to “Dr” on the official website posted for the review and/or benefit of family patrons to the School System and subscribers to the website as being less than credible, factual and truthful in all sincerity. Could it not border on impersonation or misrepresentation, and, does it not rise to the level of whether or not one should be disciplined as an educator similar to those in the field of accounting, law practice and the judiciary of the courts? I think so.
You mention your next scheduled board meeting as March 30th, this is not your regularly scheduled ‘open’ meeting assessable to the public, correct?

I was not aware that Dr. Parton's credentials were not recognized by the State of Tennessee as "official" as a doctorate degree. When he received those credentials I was not a school board member. Thanks so much for bringing it to my attention. I know that all you do you do with the highest regard for the school system and county as a whole. I am certain that the board will need to bring it to the attention of our body as a whole. Depending on whether or not it was used as a rung on the ladder for salary increase would be my 1st concern. If not, his degree is a legitimate one from the school he received it from and he still is "Dr." by title. We are due to assess our yearly evaluation at this time anyway. We will look into it and see what we find to be correct and what has transpired.

We at Seviercorruption.com are still sifting through the evidence left by Defectives Sam Hinson, Kevin Bush, and Matthew Cubberly as to their guilt of being the biggest idiot Dickless Tracy's of any law enforcement agency in the nation. These three yes-men, belonging to Senior Yes Men Sheriff Ron Seals and Sevierville Police Chief Don Myers, have embarrassed us at the state level by filing complaints with Tennessee Department of Commerce and Insurance against a citizen. The complaint filed against Kim Pierce by Little Matty Cubberly, clearly shows that he is desperately trying to cover up his and his girlfriend Chief Detective Jeff McCarter's involvement in the Pamela Ross murder and is also jealous of the times Pierce has been on TV. If our idiot Sheriff and Judge Jeff Radar are really behind these complaints as has been reported to us, they should have picked someone with an IQ larger than his shoe size to sign the document.
Now on to the complaint filed by Little Donnie Myers' personal Beavis and Buttheads. Seems as these two genius' read somewhere that you could charge a person for their asking for public documents. Should their time not be better spent trying to arrest the Mexican who shot Robert Overton so his mother could finally find closure? Chief Myers made sure that Kim Pierce was charged for hitting a pole and waiting til the next day to report it, but when former District Attorney General Al "I was checking out her hooters when I hit her" Schmutzer was involved in two accidents within the city limits because he was sideways (and left the scene on one occasion), Little Donnie had the Blue Boys to look the other way. The funniest thing to report so far in our investigation (OOOPPSS, we mean observing!) is the TCA code that Donnie's Dummies came up with in an attempt to get Pierce off their backs. TCA code 39-16-302 states that it is a violation of state law to impersonate a professional. Hinson and Bush should have really thought this one through as these two would be sentenced to a habitual form of this statute.
We at Seviercorruption.com have heard that Chief Little Donnie has finally read the complaints and has become nervous that Hinson and Bush may have gotten into Craig's and Jeff's weed. It has been a while since we at Seviercorruption.com have updated you on the murder of a Sevierville lady instigated by Judge Jeff Radar, Sheriff Ron Seals and SPD Chief Don Myers and their group of nut cases they call officers We have decided that since a make believe Doctor and now red-faced School Superintendent Jackie Parton should have a day off from being criticized just as the children he has lied to take a snow-day. The Ross murder involved just about every corrupt person in the judicial system within Sevier county, so below are some of the new issues we thought you should know about.
Due to the screw-ups committed by Little Fred "Three Jobs" Atchley during the shooting (getting caught on the radio setting up a command post, and in the background you can hear "take her," before the shots fired was sounded, etc) he has lost his job with Sheriff Stupid as fire inspector for the county, but had enough pull with the Sevierville city clan to keep his post with the Sevierville Fire Department. But there is another side to this story! Seems as though JJ "The Battalion Stallion" Breeden (see 10th Gay of Christmas 2008) knew enough about the Ross murder (Voncannon and McCarter: are you listening?) and got into so much trouble with his wife over his indiscretions while on patrol, Sheriff Stupid has given the officer that everyone wanted out of the department Little Fred's job as fire inspector. Now Ole JJ can help them cover up arsons as well as murders! So if you burn up in your own home with gas cans sitting outside, JJ can call it an "accidental suicide". Sure is funny how much Bruce Almighty Montgomery wanted rid of Ole JJ, but he has risen from officer to corporal to sergeant to fire inspector in just two years. Cover-ups must pay really well. Most officers don't live in a $400,000.00 home, drive two new vehicles and go on annual cruises while supporting two (at HOME anyway!) children. Great job, Breeden, those "sales" out of the trunk of the cruiser and the "suicide" investigations you work with Cubberly and McCarter are really paying off!
Now on to the brains (?) behind the murder cover-up. This would be none other than the Siegfried and Roy team of Defectives Little Matty Cubberly and his Siamese twin Jeff "The Thug" McCarter. When we think of these two, it is almost impossible to keep tears of laughter out of the keyboard. Just wait until you read the complaint Little Matty filed against a private citizen when he realized he had said to much on the record about the Ross murder and his girlfriends Jeffie McCarter and Mike Voncannon were in serious trouble. On the tapes, when Little Matty radioed for a Chaplain for Voncannon, the dispatcher asked if she had "shot herself in front of Mike (Voncannon)". Little Mattly Midget Mind replied "well, yeah basically". What is "basically" you moron? And it sure is funny Little Matty gave details to the Department of Commerce and Insurance in his complaint that had not even been released to the Ross family. Thanks Matthew! And while we are touching on Detective Matthew Cubberly of the Sevier County Sheriff's Department, there is something we think our readers should know. Little Matty dates a woman who works for Rita Ellison in the Circuit Court Clerk's office. While at her home a few weeks ago, her ex-husband was there due to joint custody of the children. Cubberly became agitated and began threatening the ex-husband with an arrest. The issue escalated into Cubberly drawing his gun and firing approximately eight rounds into the ceiling in the presence of the children. Now, Sheriff Seals, we here at Seviercorruption.com are smart enough to know that this is domestic violence and that Cubberly should not only be fired, but he should be charged. This issue is far from over, so we will keep you updated on the Sheriff's and District Attorney's decision in this matter. If anyone whats to read the Matty Dumb Dumb complaint to the Tennessee Department of Commerce and Insurance give them a call and ask for it under the Open Records Act. That is if you can without a private investigators license?
Now for the other member of the Siegfried and Roy team, Jeff McCarter. We have known for some time that you can get caught in Sevier county with contraband or weapons, and can offer to give up your stash for your freedom. Enter Hossie's new Chief of Defectives Jeff "The Thug" McCarter. He and his girlfriend Matty seem to have taken over the "Cowboy Cop" spot formerly held by the two that got fired over disagreeing with Hossie's Cousin Captain Earl Clinton. You would think by now this group could steal enough to keep everyone happy, but it costs a lot to keep them motorcycles on the road (and painted) right Jeff and Matty? But maybe Jeff is just confiscating the weed to keep Magistrate Craig "Toke" McCarter high enough to write any warrants hhe wants for him, Albert and the General Sessions Judges! Or maybe it is for the band? We at Seviercorruption.com have good information that a couple of county employees have a rock and roll band out in the Valley and tend to have "smokey" practice sessions. Seems as though the neighbor's complaints are just laughed at by them and Sheriff Stupid, and they are told there is no noise ordinance in Sevier county. Or maybe it's because Defective Jeff "I'll bring the weed" McCarter plays in the band!? Oh we know, McCarter (any relation to County Attorney Cousin Judge Jerry McCarter?) is probably just working undercover for the Drug Task Force. Or maybe for County Road Man Jonas Smelcer. If McCarter would just walk out back, he could find some missing county gravel that Jonie give away, or maybe just find where another truck turned over. See picture below. Some citizens have accessed the Court for redress, as these are serious matters which affect all citizens, taxpayers and residents of SevierCounty.. This concern is not limited to Citizen Kim Pierce, and, if the Department of Commerce & Insurance sees fit and have the proper credentials to charge all ‘concerned citizens’ with investigating local government, without a license, then Sevier County will experience change, one way or the other – good or bad, right or wrong!

Since 1978 the (then and current executive officer) County Mayor has presided for these years continuously and liberties taken to such a degree through power of manipulation, finagling, and influence of office by a process by which he and a few selected persons through his own appointments have reached a point which simply cannot be ignored or tolerated.
: Recently, I began research through public records, one thing leading to another, and seeing the 'process' by which county government is run several issues have been brought to the forefront, partly from joint interests & efforts with other citizens, some members of the press, other public officials who are concerned in that many abuses are going unnoticed and are unattended.
With the three federal suits filed by inmates within the past three months against the county , the revelation of a convicted felon having been hired for at least nine years in the jail operation here, because of the exposure by these few persons Tyrone Paule Lintner has been removed or removed himself as a result of charges made in these suits and the public pressure resulting therefrom, as he is the focus of two of the three complaints. Moving right along to other alleged wrong-doings which were obvious, i.e. double-dipping by employees holding two full-time employment positions - drawing full pay under a scheme of fraud where it is alleged the father has retired through the system but he does the work, writes the son's name in and pay is issued to the son - thus infringing on the retirement system within itself as well as the effect upon the future retirement of the son - these are matters which need investigating. It is difficult to describe all the many situations which exist here, but legal authorities appear to take the position that citizens must first acquire (without subpoena powers) all the necessary proof to be taken before a grand jury so as to justify the Attorney General taking a position or even stepping up to perform his sworn duty. That being difficult enough, the investigatory agencies seem to await some action by the county attorney or the DA before they will, or do, become involved.
Word has circulated, whether true or not, that although the TBI has jurisdiction in these matters under the law, it is their 'practice' not to open a file on these such matters without the request of the District Attorney General. This puts citizens in a very difficult situation, public records are protected to the extent that the news media have been unwilling, if able, e to obtain information contained in complaints filed before the Ethics Committee, this refusal being orchestrated by both the county attorney and the county mayor. It is very difficult when the laws provide for the input of a county attorney in such matters, but in this county his interests are not for the people but for the few he is hired to protect, as that choice and authority is delegated to the County Mayor, a relative. Citizens have overcome a portion of these obstacles by pressure exerted upon them but not in all situations, though many complaints presented constitute conflict of interest, many other situations fall within the scope of use of public funds, use by employees of county assets for personal use, use of fuel in personal cars, installation of engine, transmissions, paint & labor for such paint jobs applied to family members, etc., which cannot be tolerated, if true.
As in the case of a V-8 engine being installed in an uncle of the County Mayor, who is, himself an employee of the county in charge of Solid Waste Garage, when the invoice for such engine is acquired how is there access to the truck so as to identify the serial number of the engine paid for by the county. When the invoices for the paint purchase for the paint jobs alleged to have been applied to family members' automobile of the County Mayor, without subpoena power the paint color, i.d., etc., cannot be properly investigated without, matched and proven to the level by such support which brings those responsible to account to the citizens of this county. It is sincerely thought these situations, as described, are true but cannot be proven unless supported by a proper investigation by the proper agencies who have subpoena power. You have a place in this process, at this specific time, as the point is now near where all efforts have been lost unless some assistance is extended to us as the grand jury is in session in this county, again, March 10, 11 and 12. Time is of great importance, as timing feeds into the current status to such an extent that action needs taken now or never, possibly.
Citizens cannot get access to the evidence to present as proof before a grand jury, and have in prior instances been refused an appearance before the grand jury without first having laid out all their evidence first so as to prevent this appearance from being protected under the laws and those rights given to citizens under the constitution of this state and country, laws of the state being violated by such actions and deeds. Where, then do the citizens of Sevier County turn except to the Comptroller of the State of Tennessee through the Audit process, or to the TBI or FBI for resolution of these dire situations?
Such practices have prevailed over a long period of time, it being admitted by the CountyMayor that ' we bought food for the former Sheriff, Montgomery now deceased, for his meet & greet political efforts so we did the same for Ron Seals', candidate for Sheriff in the primary, appointed by the Board of Commissioners to fill the unexpired term of former sheriff; the County Mayor, when asked by Commissioner the status of an employee of the Sheriff's Department, along with two members of his immediate family, who holds a full-time position there while work records show his employment in the custodial department of the School System, full-time job, by which he received pay for both jobs the Mayor admitted his knowledge of same ; the County Mayor has 'unwritten rules' by which he operates, whereby he required one candidate for sheriff in opposition to his favored Seals, to take a leave of absence from his supervision of the juvenile correction facility when at the same time he ran for the office of Congress while continuing his duties and drawing his pay as the County Mayor; the file maintained by the office of the County Mayor, access finally given the public over the objection of the county attorney and the mayor, reveals his turning business to the privately owned printing facility owned by his wife and brother-in-law, he happening also to be a judicial officer of the county, appointed by the Mayor.
The County Mayor has run the affairs of the county business for thirty years and flatly states that he has and that a few crazy persons are not going to upset his manner of operation or the control which he maintains - but, some few are about to give him hell to the extent that it will be difficult if not impossible for this state of affairs to continue. Many situations have been flushed out, exposed to the level that exposure of this regeime is at the point that some assistance is direly needed, otherwise these efforts have failed short of a public uprising. There should be civil order, as well, there should be some support, cooperation and assistance by those sworn to resolve issues beyond the ability of the ordinary citizens without taking the law in their own hands and this is our appeal to your agency.
I, and one other persons, within the past week have contacted Ann Butterworth, Ombudsman designated by the office of the Comptroller, State of Tennessee, she delegated to assist citizens with ethic complaints, as well as public officials. The Ethics Committee in this county is comprised of commissioners, public officials as appointed by the CountyMayor - against whom complaints are filed which puts the committee in a position of passing judgment on themselves. Other complaints have arbitrarily been dismissed and no reports filed or made public either to the citizens or to the full commission. There were 'so many complaints filed by some of the same persons that the decision was made to just meet every three months' - this leading one to believe that they are hopeful that the filing of complaints come to an end through lack of attention and their failure to perform - so that is where we stand on the ability of citizens to bring forward the complaints and have them dealt with; one complaint being that personnel policies and practices be established to avoid conflict of interest, many commissioners are employed in positions of pay within the county, some employees holding as many as three part-time jobs, cousins, aunts, sisters and brothers and right on down the line. This sounds like a frivilous story, but it is very true! We have quite a plight to deal with here, as you can see. Contacts have been made to our Senator, Finney, I have heard nothing from him. Emails were sent to the Governor's address, your agency has been contacted by email. I, and a few others are very anxious to know if anyone will, that can, come to our rescue?
We must have those in high places exert their sworn duties in the positions they hold and with the authority they are endowed to make some changes here in this county, we plead for your able efforts, as we know that powerful persons should not take advantage of the weak and that your agency should be, and we like to think that you are, on the side of law and order rather than graft, misuse of public funds, usurpation of office, failure to perform duties by public officials, misappropriation of public funds and assets for individual use. If we are to have no hope and expectations as set out herein, based upon the information contained herein and with the further cooperation with any investigatory process by which you are able to present yourself to us, then we ask that you so advise.
