The latest Ethics Complaints are being suppressed by the Secretary of the Ethics Committee, Jettie Clabo. Seviercorruption.com has obtained copies of some of those complaints, and is working to secure other complaints that have yet to have been turned over to County Clerk Joe Keener.
Upon review of the newest complaints, it is clear why the Ethics Committee voted not to hold a meeting this month. The Ethics Committee did not wish to have made public complaints that show criminal activity by Sheriff Ron Seals.
Pay particular attention to the two reports of this same incident. Notice that the both reports name the accused as a Gary Carr. But in the first report, the accused is Gary Cate. Mr. Cates first complaint to the Ethics Committee alleges that the Sheriff and his officers were setting him up using false reports. Looks like he was right. Would you like to have a Sheriff in charge who would use his office to bring about a personal attack. Sheriff Seals did just that when he allowed the first report to be filed and then committed a crime by changing the names. How would you like to have your name falsely placed in a police report? Seviercorruption has been informed that Sheriff Seals made these changes without the knowledge of the officers. Is that true?

In October, when the Ethics Committee received there first complaint, they violated their own rules to call the meeting within a few days of the time the complaints were filed. If our Officials do not hold themselves to their own rules, what protections do we as a people have that they will not be corrupt. WE DON'T!
By its own rules, the Ethics Committee is to investigate any "credible" complaint.
credibility n. whether testimony is worthy of belief, based on competence of the witness and likelihood that it is true. Unless the testimony is contrary to other known facts or is extremely unlikely based on human experience, the test of credibility is purely subjective.
CREDIBILITY. Worthiness of belief. To entitle a witness to credibility, he must be competent. Vide Competency.
2. Human testimony can seldom acquire the certainty of demonstration. Witnesses not unfrequently are mistaken or wish to deceive; the most that can be expected is that moral certainty which arises from analogy. The credibility which is attached to such testimony, arises. from the double presumption that the witnesses have good sense and intelligence, and that they are not mistaken nor deceived; they are further presumed to have probity, and that they do not wish to deceive.
3. To gain credibility, we must be assured, first, that the witness has not been mistaken nor deceived. To be assured as far as possible on this subject, it is proper to consider the nature and quality of the facts proved; the quality and person of the witness; the testimony in itself; and to compare it with the depositions of other witnesses on the subject, and with known facts. Secondly, we must be satisfied that he does not wish to deceive: there are strong assurances of this, when the witness is under oath, is a man of integrity, and disinterested. Vide Arch. Civ. Upon review of the complaint filed with the Sevier County Ethics Committee, it is the view of Seviercorruption that the Ethics committee has failed the Citizens of Sevier County. Clearly, and for personal reasons only, the Ethics Committee dismissed each and ever complaint, all being credible.
